  • Wai Lee

    Wai Lee is the Executive Director of Smart Trees Pacific and has been with the organization since 2008. He was the project manager for both Urban Tree Canopy Assessment studies and the Kailua Water Quality rain garden project at American Saving Bank and was a part of the research team looking at the effects before and after the installment of the rain garden. He has also worked as a Citizen Forester since the project’s formation in 2016.

    Wai earned his BS, MBA and Certificate of Advanced Graduate Studies from Northeastern University in Boston, Massachusetts.

  • Paul Santiago

    Paul Santiago serves as a Project Consultant and Citizen Forester Volunteer Coordinator for Smart Trees Pacific, leveraging his diverse expertise in research, conservation horticulture, and community organization. With a BS and MEM from the University of Hawaiʻi at Mānoa, Paul's connection to Hawaii's environmental landscape informs his work.

    Guided by his passion for conservation and community-driven initiatives, Paul endeavors to contribute to resilient green spaces. His unwavering dedication to people and building a sustainable future anchors his endeavors, embodying a commitment to both environmental stewardship and community well-being.

  • Peter San Nicholas

    PJ San Nicolas is a Program Coordinator at Smart Trees Pacific for the Guam Department of Agriculture’s Urban & Community Forestry Program. He received his Bachelor’s of Science in Tropical Agriculture from the University of Guam in 2015 and has 6 years of experience in agriculture and forestry work. As a cultural enthusiast, he has been an herbal medicine apprentice since 2013, identifying and growing medicinal plants when possible. In 2017, he formed the Piailug Seafaring Academy with a small group of apprentices who are taught seafaring and navigation techniques from Master Navigator and Master Canoe Builder, Antonio Piailug who is the son of the great Papa Mau Piailug. Through all his experiences, he strives to grow and protect the urban trees of Oceania and help interested members of the community to do so as well.

  • Denise Crisostomo

    Denise Crisostomo is a proud native of Guam with a diverse background in entertainment and community advocacy. With experience garnered both in the U.S. entertainment industry and the Guam non-profit sector, Denise brings a unique blend of skills and passion to her role as Community Coordinator at Smart Trees Pacific.

    Currently serving at the Guam Department of Agriculture's Forestry and Soil Resources Division in the Urban and Community Forestry (UCF) Program, Denise has been instrumental in spearheading initiatives aimed at promoting the benefits of urban trees, environmental sustainability and community empowerment. Notably, she successfully launched the UCF program's pilot subgrant program, Fina'maolek, which provided essential federal funding to support Urban Forest initiatives and projects across Guam.

    Looking ahead, Denise is poised to extend the program's impact even further. She will be leading the charge on a new YouTube channel for the Urban and Community Forestry Program. This channel will feature native tree profiles and educational content, serving as a valuable resource for the Guam community and beyond.

    Denise's dedication to fostering environmental awareness and empowering communities exemplifies her commitment to making a positive difference. With her leadership, Smart Trees Pacific continues to grow as a beacon of sustainability and community engagement in Guam.

  • Shaylin Salas

    Shaylin Salas is a Project Consultant at Smart Trees Pacific, currently co-managing the Guam Department of Agriculture’s Urban & Community Forestry Program. Shaylin is a Chamoru woman born in Guåhan and raised in Washington state. After graduating with her M.S. in 2019, she returned home, fulfilling a long-held dream of building a life in her ancestral lands. She has experience in land management, community advocacy, non-profit work, writing, and research. She earned her B.S. from the University of Washington and M.S. from Antioch University New England.

  • Kevin Eckert - President

    President of Smart Trees Pacific, Vice-President of the Western Chapter of the International Society of Arboriculture (ISA), Director on the Board of Trees for Honolulu's Future, former Chairman of the Hawaii State Urban and Community Forestry Program, past President of the ISA Utility Arborist Association, and former Director on the ISA Arborist Certification Board.

    Kevin has provided many presentations and published numerous articles on various technical arboriculture topics and has received numerous awards from professional, government, and private organizations for his extensive education work and leadership in arboriculture.

    Kevin’s mission with Smart Trees Pacific is to expand his ability to provide technically correct arboricultural support to use the urban forest to leave a legacy of safe, healthy, and productive trees that will most cost-effectively provide a multitude of environmental, human, and community health, and financial benefits.

    Recognized as an international authority on arboricultural standards and practices, Kevin serves on the Hong Kong Urban Forest Advisory Council and has served as a principal lecturer in the arboriculture programs of Hong Kong University and at the Windward Community College campus of the University of Hawaii. He has developed and is the lead program lecturer of the Tree Risk Assessment Program for utility inspectors. He is a mentor Instructor for the ISA Tree Risk Assessment Qualification program providing instruction to over 2,000 professional arborists internationally. He has continually remained current by designing and conducting research projects covering a multitude of tree and vegetation management issues.

    As an ISA Board Certified Master Arborist (WE-1785 BU), Kevin has been a practicing, climbing arborist and consultant for over 40 years. Currently, Kevin is President and Principal Consultant of Arbor Global USA and Arbor Global Hong Kong Ltd. (AG). AG provides arboriculture and vegetation management consulting, expert witness, education, training, and tree management services to government agencies, environmental organizations, electric utilities, municipalities, corporate and private clients throughout Hawaii, the Mainland United States, Hong Kong, Australia, China, Costa Rica, and throughout the Islands of the tropical Pacific Rim.

  • Lisa A. Bail – Vice President

    Board member of Smart Trees Pacific and Partner, Goodsill Anderson Quinn & Stifel LLP, founded in 1878, Ms. Bail concentrates her practice in environmental law, land use and commercial litigation. Her contributions in the area of environmental law include providing expertise as a contributing author to the Hawai‘i Environmental Law Handbook (published by Government Institutes, 3rd Edition, 2000). This Handbook is designed to provide a guide to Hawai‘i’s environmental laws that affect the private sector, including businesses and real property owners. She is also a co-author of the Hawai‘i Chapter, State Antitrust Practice and Statutes (American Bar Association, 1998) and the Hawai‘i Chapter of an upcoming American Bar Association publication regarding environmental taxes.

    Ms. Bail is frequently a speaker at environmental law seminars. She is the current Chair of the Litigation Section and the former Chair of the Natural Resources Section of the Hawai‘i State Bar Association, and an arbitrator for the Court Annexed Arbitration Program. She was named lawyer representative to the Ninth Circuit Judicial Conference, 2005-2008 by Chief Judge Ezra, USDC Hawai‘i. She was also a member of Kaulunani, an advisory council to the Hawai‘i Department of Land and Natural Resources regarding urban forestry issues.

  • Elizabeth O’Sullivan – Secretary

    Elizabeth O’Sullivan is the NOAA enforcement attorney for the Pacific Region. She is responsible for the enforcement of the laws that apply to the fishing fleets in the Central and Western Pacific as well as enforcement of the Endangered Species Act, and the Marine Mammal Protection Act across the Pacific and in Hawaii. She also represents the United States in international negotiations that involve the compliance regimes of Treaties regarding management of the oceans for the Pacific Region. She has practiced environmental law for almost 20 years. Elizabeth started her career as an enforcement attorney at US EPA in Atlanta, rising to become a senior air attorney managing a team of twelve attorneys. She left EPA to become in-house environmental counsel at Walmart and eventually served as the head of the compliance legal team there, managing a team of attorneys responsible for Walmart’s national compliance with US law. She moved to Hawaii to be in-house environmental counsel at Hawaiian Electric. She has spoken on panels regarding compliance with environmental laws across the country, including American Bar Association annual meetings and various law schools, industry and nonprofit groups.

  • Rob Salas – Treasurer

    Rob Salas was admitted to the California Bar in 2009 and became a licensed Certified Public Accountant in California in 2012. Rob Salas recently joined Landscape Management Systems, Inc. (“LMS”) as the Director of Operations and CFO in 2015. Rob oversees the LMS grounds maintenance and tree trimming contract for NAVFAC Marianas which is the largest landscaping contract in the Marianas Islands. He also oversees Guam’s newest cemetery, Guam Windward Memorial, which was recently developed in 2014. Under his leadership the companies have received the 2015 national safety excellence award and several excellences in construction awards by Associated Builders and Contractors, Inc.

    Prior to joining LMS, Rob was a State and Local Tax manager in PricewaterhouseCoopers LLP (“PwC”). Rob had a group of 10 staff attorneys and CPAs. His group managed various projects involving both income/franchise and sales/use tax for large Fortune 100 clients. Rob is an active member of the local Guam community. He is member of the Tumon Rotary Club of Guam and an endowment board member of his alma mater, Father Duenas Memorial School.
